NEW PERMANENT REPRESENTATIVE OF RWANDA PRESENTS CREDENTIALS
19990602 Biographical NoteJoseph W. Mutaboba, the new Permanent Representative of Rwanda to the United Nations, presented his credentials today to Secretary-General Kofi Annan.
Prior to his current appointment, Mr. Mutaboba served as First Counsellor, Charge d'affaires at the Rwandan Embassy in Ethiopia since July 1996. In September 1994 he was Charge d'Affaires and then Head of Mission at the Rwandan Embassy in Washington, D.C.
In addition to his diplomatic appointments, Mr. Mutaboba is also an experienced academic, researcher, journalist and human rights activist. From January 1985 to September 1994, he conducted research in the field of Library and Information Science, and was Lecturer at a number of institutions, including the University of North London. He also worked as a freelance journalist with the British Broadcasting Corporation (BBC) World Service and participated in numerous television programmes.
Mr. Mutaboba was a consultant for non-governmental organizations from 1987 to 1994. Prior to that he was Lecturer and Chief Librarian at the National University of Zaire. A trained teacher, Mr. Mutaboba has taught in secondary schools in Burundi and Rwanda. A graduate of National University of Zaire, he did post-graduate work at North London University.
