NEW PERMANENT REPRESENTATIVE OF HONDURAS PRESENTS CREDENTIALS

19990506 Biographical Note

Angel Edmundo Orellana Mercado, the new Permanent Representative of Honduras to the United Nations, presented his credentials to Secretary-General Kofi Annan today.

Prior to his current appointment, from 1994 to 1999, Mr. Orellana Mercado served as Attorney-General of Honduras and, from 1989 to 1994, as Proprietary Magistrate of the Court of Appeals of the Administrative Jurisdiction. From 1985 to 1988, he held the position of Director-General of Administrative Reform of the State Secretariat for Planning, Coordination and Budget. Since 1976, he has also belonged to the Faculty of the Law and Social Sciences of the Universidad Nacional Autonoma de Honduras.

Mr. Orellana Mercado started his legal career in 1968, when he became Assistant to the Legal Counsel of the National Housing Institute. Later, he also worked as Legal Counsel of the Technical Secretariat of the Council for Economic Planning (1976-1979) and Director of the Honduran Pre-Investment Fund (1980-1984).

Mr. Orellana Mercado has held a number of honorary posts, including those of honorary consul in Genoa, Italy (1974-1975); member of the Administrative Law Commission of the Honduran Bar Association (1980-1991); Vice-Chairman for Coordination of the Commission on Judicial Reform (1988- 1993); and Coordinator of the Committee on Administrative Oversight of the Judiciary (1988-1993). He has published numerous articles and books and participated in the promulgation of several bills.

Mr. Orellana Mercado earned a Doctorate in Law from the University of Bologna, Italy, and holds a bachelor's degree in law and social sciences from the Universidad Autonoma de Honduras.

Born in Honduras on 20 October 1948, Mr. Orellana Mercado is married.
