SPECIAL COMMITTEE ON CHARTER CONTINUES CONSIDERATION OF DRAFT REPORT TO GENERAL ASSEMBLY
19990422Continuing the examination of its draft final report to the General Assembly, the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization this afternoon adopted a number of sections dealing with issues such as maintenance of international peace and security, among others.
Under that topic -- chapter III -- was a summary of the Special Committee's debate during its current session on implementation of United Nations Charter provisions related to assistance to third States affected by sanctions. Two new additional proposals, by Germany and Ukraine, to be added to the draft text on the subject were adopted. They dealt with different aspects of the recommendations of an ad hoc expert group that last year considered the methodology for assessing the effects of sanctions on third States.
Other issues dealt with under chapter III and adopted, as orally amended, included a Russian Federation proposal on the conditions and criteria for imposing and implementing sanctions and other enforcement measures; another Russian Federation proposal on the fundamentals of the legal basis for United Nations peacekeeping operations in the context of Chapter VI of the Charter; and a Cuban proposal on the strengthening of the role of the Organization and enhancing its effectiveness.
When completed, the draft report will contain recommendations and summaries of the Special Committee's plenary and working group discussions at the current secsion, which began on 12 April. The session is scheduled to conclude on 23 April.
The draft report, divided into six chapters, is being presented in 11 conference room papers covering among others, topics on maintenance of international peace and security; amendments to the International Court of Justice; peaceful settlement of disputes; future of the Trusteeship Council; and coordination between the Special Committee and other working groups dealing with the Organization's reform.
The Special Committee will meet again at 10 a.m. tomorrow, 23 April, to continue adoption of the remaining sections of its draft report to the General Assembly.
