SECURITY COUNCIL COMMITTEE ESTABLISHED PURSUANT TO RESOLUTION 864 (1993) CONCERNING SITUATION IN ANGOLA HOLDS FIRST MEETING OF YEAR

19990126 Meeting Held under Committee's New Chairman, Robert R. Fowler (Canada)

The following was issued today by the Security Council Committee established pursuant to resolution 864 (1993) concerning the situation in Angola:

The Committee held its first meeting of the year on 20 January under its new Chairman, Ambassador Robert R. Fowler (Canada). This meeting was convened at a time when the political and military situation in Angola is seriously deteriorating.

The Committee welcomed the recommendations for improving the implementation of the measures imposed on the National Union for the Total Independence of Angola (UNITA) contained in the report of the Secretary- General on Angola (S/1999/49). In this connection, it supported the commissioning of an expert study on possible ways of tracing violations of the measures regarding arms trafficking, oil supply, the diamond trade and the movement of UNITA funds. It further decided to consider, at an appropriate time, the issue of mercenaries in Angola.

In view of reported allegations of violations of the sanctions imposed on UNITA, the Chairman was authorized to meet with the Permanent Representatives of States neighbouring Angola and others in order to discuss with them possible ways to enhance the implementation of the mandatory measures imposed on UNITA.

The Committee had an exchange of views in connection with the report to be submitted by it to the Council by 15 February, in accordance with paragraph 8 of resolution 1221 (1999), and, in accordance with that resolution, will seek the expertise of the International Telecommunication Union (ITU) on this issue.
