NEW PERMANENT REPRESENTATIVE OF CONGO PRESENTS CREDENTIALS

19981211 Biographical Note

Basile Ikouebe, the new Permanent Representative of the Congo to the United Nations, today presented his credentials to Secretary-General Kofi Annan.

From 1996 until his present appointment, Mr. Ikouebe served as Secretary to his country's Ministry of Foreign Affairs and Cooperation. He was Ambassador-at-large from 1994 to 1995 and Diplomatic Adviser to the Head of State between 1982 and 1992. From 1987, he served concurrently as Minister and Principal Private Secretary to the Head of State.

Prior to taking up a training assignment in France between 1980 and 1982, Mr. Ikouebe was the Secretary to the Ministry of Foreign Affairs (1977 to 1979). He held the post of Principal Private Secretary to the Minister for Foreign Affairs from 1975 to 1977.

He was appointed Chief of the International Organizations Division of the Ministry of Foreign Affairs in 1974 and took part in 10 sessions of the General Assembly, between that year and 1986.

Mr. Ikouebe's education included studies at the International Institute of Public Administration in Paris and at the Institute for Political Studies in Bordeaux.

Born on 1 July 1946, he is married and has six children.
