FIFTH COMMITTEE MAKES RECOMMENDATION ON BUDGETARY AND FINANCIAL SITUATION OF UN SYSTEM ORGANIZATIONS

19981125 The General Assembly would take note of the Secretary-General's report on the budgetary and financial situation of the organizations of the United Nations system, according to a recommendation made by its Fifth Committee (Administrative and Budgetary) this morning.

By the decision, which was orally introduced by the Committee's Chairman, Movses Abelian (Armenia), the Assembly would also take note of the relevant paragraphs of the report of the Advisory Committee on Administrative and Budgetary Questions (ACABQ).

The Director of the Management Policy Office, Amir Dossal, introduced the Secretary-General's report, which contains the statistical report of the Administrative Committee on Coordination (ACC). The Secretary-General, as Chairman of the ACC, submits these reports every second year.

This -- the fifth such report -- was prepared on the basis of information provided by the organizations of the United Nations system. It contains tables that are grouped under three headings -- regular budget and assessed contributions, working capital funds and expenditure and receipts of voluntary contributions.

The tables detail: approved regular budget appropriations for each organization for 1990 to 1999; assessed contributions of each Member State for the same years; percentage of assessed contributions of each Member State for 1998 and 1999; assessments payable by Member States under regular budgets and peacekeeping budgets and the amounts collected; the percentage of the assessed contribution that was collected by each organization for 1996 and 1997 by August and September of those years; the level of working capital funds in relation to approved regular budget estimates for each organization for 1998-1999; expenditure outside approved regular budgets by each organization for 1996 and 1997; and voluntary contributions received from States and others by each organization in 1996 and 1997.

The Committee will meet again at 10 a.m. on Monday, 30 November, to continue its review of the United Nations administrative and financial efficiency, aspects of the programme budget for 1998-1999 and human resources management.
