NEW PERMANENT REPRESENTATIVE OF VENEZUELA PRESENTS CREDENTIALS

19980918 Biographical Note

Ignacio Arcaya, the new Permanent Representative of Venezuela to the United Nations, today presented his credentials to Secretary-General Kofi Annan.

Before assuming his current post, Mr. Arcaya served as Venezuela's Ambassador to Argentina. Prior to that, from 1992 to 1995, he was Ambassador to the Court of St James's and non-resident Ambassador to Ireland. From 1989 to 1992, he served as Ambassador to Chile.

In 1988, Mr. Arcaya was Ambassador-at-Large in the Ministry for Foreign Affairs. From 1984 to 1988, he was Secretary-General of the Association of Iron Ore Exporting Countries, and, from 1978 to 1984, Ambassador to Australia and non-resident Ambassador to New Zealand, Fiji and the Philippines. Prior to that, Mr. Arcaya was Minister Counsellor of Economic Affairs at the Embassy of Venezuela in Paris, from 1975 to 1978. From 1972-1975, he served as Counsellor at the Institute of Foreign Trade in the Ministry of Foreign Affairs.

Mr. Arcaya served as First Secretary at the Mission to the Organization of American States (OAS), in Washington, D.C., from 1969 to 1972, and as Second Secretary at the Ministry for Foreign Affairs, from 1968 to 1969. From 1966 to 1968, he was Third Secretary at the Venezuelan Permanent Mission in Geneva.

Born on 3 June 1939 in Caracas, Mr. Arcaya holds degrees from the Central University of Venezuela in International Affairs and Law. He is married and has two children.
