COUNCIL DECIDES PREVIOUSLY SPECIFIED MEASURES AGAINST UNITA SHALL COME INTO FORCE ON 1 JULY, INSTEAD OF 25 JUNE
19980624 Resolution 1176 (1998) Adopted UnanimouslyThe Security Council tonight postponed until 1 July the coming into force of a series of measures against the National Union for the Total Independence of Angola (UNITA), including the freezing of funds, specified in resolution 1173 (1998) of 12 June.
By the 12 June resolution, the measures set out in paragraphs 11 and 12 were to take effect tomorrow, 25 June, unless the Council was informed by the Secretary-General that UNITA had cooperated without conditions in the immediate extension of State administration throughout the national territory, particularly Andulo, Bailundo, Mungo and N'Harea, and stopped any attempts to reverse that process.
Unanimously adopting resolution 1176 (1998), the Council decided tonight that the measures would come into force without further notice at 00.01 Eastern Daylight Time on 1 July, unless it decided that UNITA had fully complied with the above obligations. The Council also demanded that UNITA comply fully and unconditionally with other obligations contained in resolution 1173 (1998), including to complete its demilitarization and stop any attempts to restore its military capabilities.
It also took note of a letter dated 24 June from the Secretary-General (document S/1998/566), informing the Council that UNITA leader Jonas Savimbi has expressed the willingness to cooperate in the normalization of the four strategic localities by 30 June. In that letter, the Secretary-General stated that the UNITA leader had not set specific dates for the implementation of the extension of State administration in those localities.
The measures in resolution 1173 (1998) would require States, except Angola, to freeze UNITA funds within their territory and ensure that those funds were not made available directly or indirectly to the organization or its leaders. States also would be required to prevent all official contacts with UNITA leadership in areas of Angola to which State administration had not been extended, as well as to prohibit the import of diamonds from Angola that
were not controlled through the Government's Certificate of Origin regime. In addition, States would prohibit the sale or supply of mining equipment and motorized vehicles to persons or entities outside the State administration areas.
Further by today's text, the Council requested the sanctions-monitoring Committee established under resolution 864 (1993) to report to the Council by 7 August regarding actions taken by States to implement those measures. Member States were asked to provide to the Committee, no later than 22 July, information on the measures they have adopted to implement the provisions of resolution 1173 (1998).
The meeting, which was called to order at 10:37 p.m., was adjourned at 10:40 p.m.

The text of the resolution reads as follows:
"The Security Council,
"Reaffirming its resolution 696 (1991) of 30 May 1991 and all subsequent relevant resolutions, in particular resolution 1173 (1998) of 12 June 1998,
"Taking note of the letter from the Secretary-General to the President of the Security Council of 24 June 1998 (S/1998/566),
"Determining that the current situation in Angola constitutes a threat to international peace and security in the region,
"Acting under Chapter VII of the Charter of the United Nations,
"1. Demands that the Uniao Nacional Para a Independecia Total de Angola (UNITA) comply fully and unconditionally with the obligations referred to in resolution 1173 (1998);
"2. Decides that, notwithstanding paragraph 14 of resolution 1173 (1998), the measures specified in paragraphs 11 and 12 of resolution 1173 (1998) shall come into force without further notice at 00.01 Eastern Daylight Time on 1 July 1998, unless the Security Council decides, on the basis of a report by the Secretary-General, that UNITA has fully complied with all its obligations under paragraph 2 of resolution 1173 (1998);
"3. Requests the Committee created pursuant to resolution 864 (1993), notwithstanding paragraph 20 (b) of resolution 1173 (1998), to report to the

Council by 7 August 1998 regarding the actions taken by States to implement the measures specified in paragraphs 11 and 12 of resolution 1173 (1998);
"4. Requests Member States, notwithstanding paragraph 21 of resolution 1173 (1998), to provide to the Committee created pursuant to resolution 864 (1993), no later than 22 July 1998, information on the measures they have adopted to implement the provisions of paragraphs 11 and 12 of resolution 1173 (1998);
"5. Decides to remain actively seized of the matter."
