NEW PERMANENT REPRESENTATIVE OF GAMBIA PRESENTS CREDENTIALS
19980521 Biographical Note Baboucarr-Blaise Ismaila Jagne, the new Permanent Representative of Gambia to the United Nations, today presented his credentials to Secretary- General Kofi Annan.Prior to his current assignment, Mr. Jagne was Minister of External Affairs from 1995 to 1997, as well as his country's Ambassador to Saudi Arabia from 1997 to 1998. In the latter capacity, he had concurrent accreditation to Qatar, the United Arab Emirates, Oman, Bahrain, Kuwait, Iran, Egypt, Turkey, Ethiopia and Pakistan and was Gambia's representative to the Organization of the Islamic Conference (OIC) and the Organization of African Unity (OAU).
Mr. Jagne began his career at Gambia's Foreign Ministry in 1980 as Assistant Secretary. From 1984 to 1988, he was Secretary to the President of Gambia in his capacity as Chairman of the Islamic Peace Committee on the Iran- Iraq War. In June 1986, he became Senior Assistant Secretary for Political and Legal Affairs. He was subsequently promoted to Principal Assistant Secretary (1989) and Deputy Permanent Secretary for Education (1992), and served as Deputy Permanent Secretary for Political Affairs from 1993 to 1995.
Over the years, Mr. Jagne has participated in many international seminars, meetings and conferences, including the Cairo Seminar on African Studies/Diplomacy (1984), and seminars organized by the United Nations Institute for Training and Research (UNITAR) on the preparation and submission of national reports under the various international human rights conventions (1987-1988). He also participated in negotiations with the OAU on the establishment of the headquarters of the African Commission on Human and People's Rights.
Mr. Jagne received his diploma in French from Dakar University in 1976. He studied from 1976 to 1980 at the University of Grenoble, where he earned Bachelor's degrees in French and Linguistics, and a Master of Arts degree in Linguistics. He received his Masters degree in international relations and diplomacy from the University of Paris XI in 1983.
Born on 11 February 1955 in Banjul, Gambia, Mr. Jagne is married and has four children.
