ASSEMBLY REOPENS CONSIDERATION OF SUB-ITEMS ON APPOINTMENTS OF MEMBERS OF ACABQ AND COMMITTEE ON CONTRIBUTIONS
19980515 The General Assembly this morning decided to reopen its consideration of sub-items on appointments of members of the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and of the Committee on Contributions. It allocated those sub-items to the Fifth Committee (Administrative and Budgetary).The Assembly Vice-President, Ngo Quang Xuan (Viet Nam), calling attention to a note by the Secretary-General (document A/52/101/Rev.1/Add.1), stated that the Secretary-General had received notification of the resignation of Jose Antonio Marcondes de Carvalho (Brazil) from the Advisory Committee. Accordingly, the Assembly would be required at its current session to appoint a person to fill the remainder of his term of office, which would expire on 31 December.
In another note (document A/52/102/Rev.1/Add.1), the Secretary-General stated that he had received notification of the resignation of Evgueni N. Deineko (Russian Federation), from the Committee on Contributions. The Assembly would also be required to appoint a person to fill the remainder of his term, which would expire on 31 December 1999.
The ACABQ advises the Assembly on administrative and financial matters referred to it. The Committee on Contributions advises the Assembly on matters relating to the apportionment of United Nations expenses between Member States. Members of both Committees serve for three years, retire by rotation, and are eligible for reappointment.
As of 1 January, the ACABQ's membership is as follows: Syed Akbaruddin (India); Denise Almao (New Zealand); Ammar Amari (Tunisia); Ioan Barac (Romania); Leonid Efimovich Bidnyi (Russian Federation); Gerard Biraud (France); Norma Goicochea Estenoz (Cuba); Hasan M. Jawarneh (Jordan); Mahamane Amadou Maiga (Mali); Jose Antonio Marcondes de Carvalho (Brazil); E. Besley Maycock (Barbados); C.S.M. Mselle (United Republic of Tanzania); Klaus Stein (Germany); Tang Guangting (China); Fumiaki Toya (Japan); and Giovanni Luigi Valenza (Italy).
As of 1 January, the Committee on Contributions consists of the following: Iqbal Akhund (Pakistan); Pieter Johannes Bierma (Netherlands); Uldis Blukis (Latvia); Sergio Chaparro Ruiz (Chile); Evguen N. Deineko (Russian Federation); David Etuket (Uganda); Neil Hewitt Francis (Australia); Alvaro Gurgel de Alencar (Brazil); Ihor V. Humenny (Ukraine); Ju Kuilin (China); Isabelle Klais (Germany); David A. Leis (United States); Atilio Norberto Molteni (Argentina); Mohamed Mahmoud Ould El Ghaouth (Mauritania); Ugo Sessi (Italy); Prakash Shah (India); Omar Sirry (Egypt); and Kazuo Watanabe (Japan).
Also this morning the Assembly was informed that Nicaragua and Rwanda had made the necessary payments to reduce their arrears below the level at which they would be stripped of their voting rights under Article 19 of the Charter.
