SPECIAL COMMITTEE ON CHARTER CONTINUES CONSIDERATION OF 1988 DRAFT REPORT
19980206 The Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization this morning continued consideration and adoption of its draft report to the General Assembly, which, in six sections, contains recommendations and summaries of discussions held in plenary and working groups.The Committee completed adoption of section IV of the report on the peaceful settlement of disputes, by approving paragraphs relating to: a proposal, submitted by Sierra Leone, on the establishment of a dispute prevention and early settlement service; and a draft of a questionnaire, submitted by Guatemala, addressed by the General Assembly to States regarding the proposal to extend the jurisdiction of the International Court of Justice in contentious cases to disputes between States and intergovernmental organizations.
The Committee also adopted, as orally amended, section V of the report, on proposals concerning the Trusteeship Council, and section VI, on the identification of new subjects, assistance to working groups on the revitalization of the work of the United Nations, and coordination between the Special Committee and other working groups dealing with the reform of the Organization.
Further, the Committee adopted parts of section III of the report, maintenance of international peace and security, as orally amended, relating to: a draft declaration, submitted by the Russian Federation, on the basic principles and criteria for the work of United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts; working papers, submitted by Cuba, on strengthening the role of the Organization and enhancing its effectiveness; and a revised proposal, submitted by Libya, on strengthening the role of the United Nations in the maintenance of international peace and security.
During its meeting on Thursday afternoon, when it began consideration of the report, the Committee adopted section I, which contains the introduction and information on adoption of the Committee's agenda, organization of work and election of officers. The Committee also approved, as orally amended, parts of sections III and IV.
Section II, which will contain the Committee's recommendations, was not available this morning, but recommendations agreed upon will be reflected in the final report.
The Committee is scheduled to meet again at 3 p.m. today, to conclude the adoption of its report.
