SPECIAL COMMITTEE ON CHARTER BEGINS CONSIDERATION OF DRAFT REPORT ON 1998 SESSION
19980205 The Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization this afternoon began adopting parts of its report to the General Assembly. When completed, the report will contain recommendations and summaries of the Committee's plenary and working group discussions at the current session.Following a paragraph-by-paragraph consideration of sections of the report containing summaries of the debates, the Committee adopted section I, the introduction, and the part of section III, which concerns maintenance of international peace and security, on the implementation of Charter provisions related to assistance to third States affected by sanctions, as orally amended.
The Committee also adopted, as orally amended, one part of section IV, on peaceful settlement of disputes, related to consideration of working papers submitted by Guatemala and Costa Rica on possible amendments to the Statute of the International Court of Justice to extend its competence with respect to contentious matters to disputes between States and international organizations.
The Special Committee's draft report is being presented in several conference room papers. Section I contains the introduction and factual information on such Committee actions as the adoption of its agenda, organization of work and election of officers. Section II, which will contain the Committee's recommendations, is not yet available.
Section III of the report concerns maintenance of international peace and security, and section IV is on the question of the peaceful settlement of disputes. Section V concerns the future of the Trusteeship Council. Section VI, also unavailable today, will deal with new subjects identified for the Committee's future work and assistance to working groups formed on the revitalization of the United Nations.
The Committee is scheduled to meet again at 10 a.m. tomorrow, 6 February, to continue its deliberations.
