RALPH ZACKLIN APPOINTED ASSISTANT SECRETARY-GENERAL FOR LEGAL AFFAIRS

19980122 Biographical Note Secretary-General Kofi Annan has appointed Ralph Zacklin to the post of Assistant Secretary-General for Legal Affairs, effective 12 February.

Mr. Zacklin, who joined the United Nations in 1973, has been with the Office of the United Nations High Commissioner for Human Rights since March 1997, where he served first as Officer-in-Charge, and later, from September, as Acting Deputy to the High Commissioner. As Officer-in-Charge, he was responsible for management, programmes and activities.

Prior to that assignment, Mr. Zacklin was Director and Deputy to the United Nations Legal Counsel, where he was primarily responsible for the legal aspects of peacekeeping and good offices missions. He began his career in 1967, as Director of the International Law Programme of the Carnegie Endowment for International Peace.

Mr. Zacklin earned a Bachelor's degree in law from University College London, a Master's degree in law from Columbia University in New York and a doctorate from the Institut Universitaire de Hautes Etudes Internationales in Geneva. He has taught international law at several institutions, including the Hague Academy of International Law, and has published books and articles on international law and organizations.

Born in Leeds, England, on 13 October 1937, Mr. Zacklin is married and has two children.
