GENERAL ASSEMBLY URGES HALT TO QUALITATIVE NUCLEAR WEAPON IMPROVEMENT, CALLS FOR ELIMINATION OF SUCH WEAPONS IN SPECIFIC TIME FRAME

The General Assembly urged the nuclear-weapon States to stop immediately the qualitative improvement, development, production and stockpiling of nuclear warheads and their delivery systems, by a resolution adopted this morning on the recommendation of its First Committee (Disarmament and International Security).
The Assembly reiterated its call on the nuclear-weapon States to undertake a step-by-step reduction of the nuclear threat and a phased programme of progressive and balanced deep reductions of nuclear weapons, and to carry out effective nuclear disarmament measures with a view to the total elimination of those weapons within a time-bound framework. The resolution was adopted by a vote of 109 in favour to 39 against, with 18 abstentions. (For details of the vote, see Annex XVII).
Acting on 43 resolutions and 2 decisions recommended by the Committee, the Assembly dealt with such issues as nuclear and other weapons of mass destruction, anti-personnel landmines and other conventional weapons, regional disarmament, verification and compliance, transparency, and international security.
According to a text on nuclear disarmament with a view to the ultimate elimination of nuclear weapons, the Assembly urged States not parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) to accede to it at the earliest possible date. It also called for the determined pursuit by the nuclear-weapon States of systematic and progressive efforts to reduce nuclear weapons globally, with the ultimate goal of eliminating them. It adopted that text by a vote of 156 in favour to none against, with 10 abstentions (Algeria, Cuba, Democratic People's Republic of Korea, India, Iran, Israel, Mauritius, Myanmar, Nigeria, Pakistan). Prior to acting on that resolution, the Assembly took separate votes on the ninth preambular paragraph and operative paragraph 1.

It adopted the ninth preambular paragraph which welcomed the adoption of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), by a vote of 162 in favour to 1 against (India), with 3 abstentions (Mauritius, Libya, United Republic of Tanzania) (Annex XIV).
The first operative paragraph, which urged States not parties to the NPT to accede to it at the earliest possible date, was adopted by 161 votes in favour to 3 against (India, Israel, Pakistan), with 2 abstentions (Cuba, Mauritius) (Annex XV).
By a third nuclear disarmament text, the Assembly reiterated its request to the Conference on Disarmament to commence negotiations on an international convention to prohibit the use or threatened use of nuclear weapons under any circumstances. The text was adopted by a vote of 109 in favour to 30 against, with 27 abstentions (Annex XXVIII).
By the terms of another nuclear-related text, the Assembly once again underlined the unanimous conclusion of the International Court of Justice that there exists an obligation to pursue in good faith negotiations leading to nuclear disarmament, and it called once again upon all States to fulfil that obligation immediately. It was adopted by a vote of 116 in favour to 26 against, with 24 abstentions (Annex XXIII).
Prior to voting on the resolution as a whole, the Assembly took action on operative paragraphs 1 and 2.
It adopted operative paragraph 1, underlining the Court's unanimous conclusion, by a recorded vote of 152 in favour to 6 against (Israel, France, Monaco, Norway, Russian Federation, United States), with 6 abstentions (Bulgaria, Georgia, Tajikistan, Republic of Korea, Turkey, United Kingdom) (Annex XXI).
By a recorded vote of 106 in favour to 34 against, with 24 abstentions, the Assembly adopted the second operative paragraph calling once again upon all States to immediately fulfil their obligation by commencing multilateral negotiations in 1998 (Annex XXII).
The Assembly urged the Russian Federation and the United States to commence negotiations on a third agreement immediately after the Treaty on Further Reduction and Limitation of Strategic Offensive Arms enters into force, under the terms of a text on bilateral nuclear disarmament adopted by a vote of 161 in favour to none against, with 8 abstentions (Cuba, Democratic People's Republic of Korea, India, Iran, Lebanon, Libya, Syria, United Republic of Tanzania) (Annex XVIII).

By a vote of 147 in favour to 2 against (Israel, United States), with 14 abstentions, the Assembly called upon the only State in the region of the Middle East not yet party to the NPT to accede to it without further delay, according to a resolution on the risk of nuclear proliferation in the Middle East (Annex XXXI).
The Assembly, in a separate vote, adopted the sixth preambular paragraph of the text, concerning the only State in the Middle East not yet party to the NPT. The vote was 156 in favour to 2 against (Israel, United States), with 4 abstentions (Cuba, Pakistan, Papua New Guinea, Rwanda) (Annex XXX).
By one of six resolutions on nuclear-weapon-free zones, the Assembly urged all parties directly concerned to consider seriously taking the practical and urgent steps required for the establishment of such a zone in the region of the Middle East. The resolution was adopted without a vote.
In further action, on the establishment of a nuclear-weapon-free southern hemisphere, the Assembly called for the ratification of the Treaties of Tlatelolco, Rarotonga, Bangkok and Pelindaba by all regional States, and called upon all concerned States to facilitate adherence to the protocols to such treaties by all relevant States that have not done so. That resolution was adopted by a vote of 131 in favour to 3 against (France, United Kingdom, United States), with 34 abstentions (Annex XX).
Prior to taking action on the text as a whole, the Assembly adopted operative paragraph 3, which welcomed steps to conclude further nuclear- weapon-free zone treaties on the basis of arrangements arrived at among the States of the region concerned. The vote was 159 in favour to 1 against (India), with 4 abstentions (Bhutan, Cuba, Israel, Viet Nam) (Annex XIX).
By a recorded vote of 153 in favour to 3 against (Bhutan, India, Mauritius), with 8 abstentions (Afghanistan, Algeria, Cuba, Cyprus, Lao People's Democratic Republic, Indonesia, Viet Nam, Myanmar), the Assembly once again urged the States of South Asia to continue to make all possible efforts to establish a nuclear-weapon-free zone there (Annex III).
Acting without a vote on the issue of nuclear-weapon-free zones, the Assembly:
-- urged ratification of the amendments to the Treaty of Tlatelolco in order to consolidate the Treaty's regime;
-- called upon all Central Asian countries to support the initiative for such a zone; and
-- called upon African States to sign and ratify the Treaty of Pelindaba as soon as possible, so it can enter into force without delay.

By the terms of another nuclear-related text, the Assembly reaffirmed the urgent need to reach an early agreement on effective international arrangements on assurances to non-nuclear weapon States against the use or threat of use of nuclear weapons. It adopted the text by a vote of 116 to none against, with 51 abstentions (Annex IV).
Concerning the role of the United Nations in disarmament, the Assembly reiterated that nuclear disarmament has the highest priority in efforts to universally advance disarmament, by the terms of a text adopted by a vote of 111 in favour to 41 against, with 12 abstentions (Annex XXIX).
Acting without a vote on two resolutions concerning other weapons of mass destruction, the Assembly:
-- urged all States parties to the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction to meet in full their Conventional obligations and to support the Organization for the Prohibition of Chemical Weapons in its implementation activities; and
-- called upon all signatory States to ratify without delay the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.
By the terms of one of three texts concerning anti-personnel mines, the Assembly urged all States to ratify without delay the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction. The vote was 142 in favour to none against, with 18 abstentions (Annex VI).
According to a related text, the Assembly urged all States to intensify their efforts to contribute to the objective of the elimination of those weapons, and welcomed, as interim measures, the various bans, moratoriums and other restrictions already declared by States. The vote was 147 in favour to none against, with 15 abstentions (Annex XI).
In further action, it urgently called upon all States to become parties to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons which may be Deemed to be Excessively Injurious or to have Indiscriminate Effects. States were also asked to join the Protocols of the Convention, particularly one restricting the use of mines, booby traps and other devices. The resolution was adopted without a vote.

Also in the conventional weapons sphere, the Assembly decided to give urgent consideration to conventional arms control at the regional and subregional levels, under the terms of a draft text adopted by a recorded vote of 164 in favour to 1 against (India), with 2 abstentions (Cuba, Libya) (Annex XXIV).
In a related action, it called upon all Member States to implement the recommendations unanimously approved by the Panel of Governmental Experts on Small Arms, bearing in mind Member States' views on them. The resolution was adopted by a vote of 158 in favour to none against, with 6 abstentions (Bahrain, Israel, Oman, Russian Federation, Saudi Arabia, United Arab Emirates) (Annex XIII).
Prior to adoption of the draft as a whole, the Assembly held a separate vote on the fifth preambular paragraph, which reaffirmed the right of self- determination of all peoples, in particular peoples under colonial or other forms of alien domination or foreign occupation. Preambular paragraph 5 was adopted by a vote of 139 in favour to none against, with 21 abstentions (Annex XII).
By the terms of a text on assistance to States for curbing the illicit traffic in small arms and collecting them, adopted without a vote, the Assembly encouraged the Secretary-General to continue his efforts to curb the illicit circulation of small arms and to collect them in affected States that so requested. It also encouraged the setting up in the countries of the Saharo-Sahelian subregion of national commissions against the proliferation of small arms.
Concerning a first-time transparency text, the Assembly reaffirmed its conviction of the interrelationship between transparency in the fields of conventional weapons and weapons of mass destruction and transfers of equipment and technologies directly related to the development and manufacture of such weapons. The resolution was adopted by 98 in favour to 45 against, with 13 abstentions (Annex IX).
Prior to taking action on the text as a whole, the Assembly took two separate votes. By the first, it adopted the sixth preambular paragraph, which stressed the need for universality of the treaties on weapons of mass destruction, and related instruments concerning equipment and technology transfers. The vote was 96 in favour to 35 against, with 25 abstentions (Annex VII).
Operative paragraph 3 of that text, which sought the views of Member States on ways and means of enhancing transparency in the field of weapons of mass destruction with the view to enhancing transparency in the field of conventional weapons, was adopted by a vote of 95 in favour to 46 against, with 15 abstentions (Annex VIII).

Under the terms of another transparency text, the Assembly called upon Member States to provide to the Secretary-General by 31 May annually the requested data and information for the United Nations Register of Conventional Arms, including nil reports, if appropriate. The vote was 155 in favour to none against, with 11 abstentions (Annex XXVII).
Prior to adopting the text, the Assembly held two separate votes. By the first, it adopted operative paragraph 5 (b), concerning the further development of the Register of Conventional Arms, by a vote of 153 in favour to none against, with 9 abstentions (Algeria, China, Democratic People's Republic of Korea, Iran, Lebanon, Mexico, Myanmar, Saudi Arabia, Syria) (Annex XXV).
By a second separate vote on the text, the Assembly adopted operative paragraph 7, inviting the Conference on Disarmament to consider continuing its work in the field of transparency. The vote was 151 in favour to none against, with 15 abstentions (Annex XXVI).
By the terms of a related text concerning objective information on military matters, adopted without a vote, the Assembly called upon all Member States to report annually to the Secretary-General their military expenditures for the latest fiscal year.
Concerning other disarmament measures, the Assembly urged Member States to undertake multilateral negotiations aimed at establishing universally acceptable, non-discriminatory guidelines for international transfers of dual- use goods and technologies with military applications. It was adopted by a vote of 103 in favour to 43 against, with 19 abstentions (Annex II).
It called upon States to adopt unilateral, bilateral, regional and multilateral measures to ensure the application of scientific and technological progress in the framework of international security and disarmament, without detriment to the environment, by a recorded vote of 160 in favour to none against, with 6 abstentions (Israel, France, Japan, Monaco, United Kingdom, United States) (Annex X).
According to a text on the Indian Ocean as a zone of peace, the Assembly again stated its conviction that the participation of all the permanent members of the Security Council and the major maritime users of the Indian Ocean in the work of the Ad Hoc Committee on the Indian Ocean would greatly facilitate dialogue to advance regional peace, security and stability. It was adopted by a vote of 125 in favour to 3 against (France, United Kingdom, United States), with 40 abstentions (Annex XXXII).
In another recorded vote, the Assembly urged States conducting, or interested in conducting, activities in outer space, to inform the Conference on Disarmament of the progress of related bilateral or multilateral negotiations. The vote was 128 in favour to none against, with 39 abstentions (Annex V).

Acting without a vote this afternoon, the Assembly: urged all States parties to arms limitation, non-proliferation and disarmament agreements to implement and comply with all provisions of those agreements; urged the international community to devote part of the resources made available by implementation of disarmament and arms limitation agreements to economic and social development; urged normalization of the relations among Balkan States; called upon all States of the Mediterranean region to adhere to all the multilaterally negotiated legal instruments related to disarmament and non- proliferation; and called upon States to conclude agreements for nuclear non- proliferation, disarmament and confidence-building measures at the regional and subregional levels.
Also without a vote, the Assembly: invited the States members of the United Nations Standing Advisory Committee on Security Questions in Central Africa that have not yet signed the Non-Aggression Pact to do so; called upon all States to take measures aimed at preventing any dumping of nuclear or radioactive wastes that would infringe upon the sovereignty of States; reaffirmed the critical importance of effective verification measures in arms limitation and disarmament agreements; decided, subject to the emergence of consensus on its objectives and agenda, to convene a fourth special session of the General Assembly devoted to disarmament; stressed the particular relevance of the deliberations at the 1997 substantive session of the Disarmament Commission concerning conventional arms control/limitation and disarmament guidelines; reaffirmed its support for the continued operation and strengthening of the United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific; reaffirmed the role of the Conference on Disarmament as the single multilateral disarmament negotiating forum of the international community; reaffirmed the role of the Disarmament Commission as the specialized, deliberative body within the United Nations multilateral disarmament machinery that allowed for in-depth deliberations on specific disarmament issues; and expressed its concern at the continuing decrease in contributions to the United Nations Disarmament Programme.
Under the terms of one of two draft decisions adopted this afternoon by a recorded vote, the Assembly decided to include in the provisional agenda of its fifty-third session an item on the Comprehensive Nuclear-Test-Ban Treaty. The vote was 154 in favour to none against, with 4 abstentions (Bhutan, India, Libya, United Republic of Tanzania) (Annex I).
By a recorded vote of 116 in favour to none against, with 52 abstentions, the Assembly decided to include the item entitled "Review of the implementation of the Declaration on the Strengthening of International Security" in the provisional agenda of its fifty-fourth session (Annex XXXIII).
Assembly Work Programme
The General Assembly met this morning to take action on 22 reports of the First Committee (Disarmament and International Security). The reports contain 45 draft resolutions and decisions on disarmament issues.
The report of the First Committee on compliance with arms limitation and disarmament obligations (document A/52/591), contains one draft resolution whereby the Assembly would urge all States parties to arms limitation, non-proliferation and disarmament agreements to implement and comply with all provisions of those agreements. It would also call on Member States to give serious consideration to the implications of non-compliance for international security and stability.
The Committee approved the text on 11 November without a vote.
By the terms of a draft resolution contained in the report on verification in all its aspects (document A/52/592), the Assembly would reaffirm the critical importance of, and the vital contribution that has been made by, effective verification measures in arms limitation and disarmament agreements.

According to a draft decision contained in the report on the Comprehensive Nuclear-Test-Ban Treaty (document A/52/593), the Assembly would decide to include the item in the provisional agenda of its fifty-third session.
The draft decision was approved by the Committee on 10 November by a recorded vote of 148 in favour to none against, with 4 abstentions (Bhutan, India, Libya, United Republic of Tanzania).
A report of the Committee contains a draft resolution on objective information on military matters, including transparency of military expenditures (document A/52/594), by which the Assembly would call upon all Member States to report annually to the Secretary-General their military expenditures for the latest fiscal year. It would also call upon them to provide the Secretary-General with their views on ways and means to strengthen and broaden participation in the United Nations system for the standardized reporting of such expenditures.
That text was approved on 11 November by the Committee without a vote.
The report on the role of science and technology with respect to international security and disarmament (document A/52/595), contains one draft resolution by which the Assembly would urge Member States to undertake

multilateral negotiations aimed at establishing universally acceptable, non-discriminatory guidelines for international transfers of dual-use goods and technologies with military applications. The Assembly would affirm that scientific and technological progress should be used to promote the sustainable economic and social development of all States and to safeguard international security.
The draft resolution was approved by the Committee on 12 November by a recorded vote of 88 in favour to 42 against, with 17 abstentions.
A draft resolution in the report on the establishment of a nuclear- weapon-free zone in the Middle East (document A/52/596) would have the Assembly urge all parties directly concerned to consider seriously taking the practical and urgent steps required for the establishment of such a zone and, as a means of promoting that objective, it would invite concerned countries to adhere to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
Further terms of the text would have the Assembly call upon all countries of the region to place their nuclear activities under International Atomic Energy Agency (IAEA) safeguards and invite the countries of the region not to develop, produce, test or otherwise acquire nuclear weapons, or to allow the stationing of such weapons on their territories.

By a draft resolution contained in the report on the establishment of a nuclear-weapon-free zone in South Asia (document A/52/597), the Assembly would urge once again the States of South Asia to continue to make all possible efforts to establish a nuclear-weapon-free zone there.
That text was approved by the Committee on 10 November by a recorded vote of 139 in favour to 3 against (Bhutan, India, Mauritius), with 8 abstentions (Afghanistan, Algeria, Cuba, Cyprus, Indonesia, Lao People's Democratic Republic, Myanmar, Viet Nam).
According to a draft resolution contained in the report on assurances to non-nuclear weapon States against the use or threat of use of nuclear weapons (document A/52/598), the Assembly would reaffirm the urgent need to reach an early agreement on effective international arrangements on such assurances. It would appeal to all States, especially the nuclear-weapon States, to work actively towards an early agreement on a common approach and, in particular, on a common formula that could be included in an international instrument of a legally binding character.
The text was approved by the Committee on 10 November by a recorded vote of 107 in favour to none against, with 48 abstentions.

A draft resolution in the report on preventing an outer space arms race (document A/52/599) would have the Assembly urge States conducting, or interested in conducting, activities in outer space, to inform the Conference on Disarmament of the progress of related bilateral or multilateral negotiations. The Assembly would also call upon all States, in particular those with major space capabilities, to contribute actively to the peaceful use of outer space and to the prevention of an outer space arms race.
The Committee approved the text on 11 November by a recorded vote of 101 in favour to none against, with 40 abstentions.
The report on general and complete disarmament (document A/52/600) contains 20 draft resolutions, A to T. [The resolutions that follow are listed in the order in which it is expected they will be considered by the Assembly.]
By draft resolution A, on anti-personnel mines, the Assembly would urge all States to ratify without delay the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel mines and on Their Destruction, which was opened for signature at Ottawa, Canada, on 3 and 4 December and thereafter at United Nations Headquarters. The Assembly would also call upon States to contribute towards the effective implementation of the Convention in the areas of victim rehabilitation, mine clearance and destruction.
That text was approved by the Committee on 12 November by a recorded vote of 127 in favour to none against, with 19 abstentions.

It would welcome, as interim measures, the various bans, moratoriums and other restrictions already declared by States on anti- personnel landmines, and it would call upon States that have not yet done so to declare and implement such restrictions as soon as possible.
The Committee approved the draft on 12 November by a recorded vote of 121 in favour to 2 against (Eritrea, South Africa), with 19 abstentions.

It would encourage efforts by the Russian Federation and the United States to reduce their nuclear weapons and to continue to give those efforts the highest priority in order to contribute to the ultimate goal of eliminating them.

By draft text S, on the establishment of a nuclear-weapon-free zone in Central Asia, the Assembly would call upon all countries to support the initiative for such a zone. It would ask the Secretary-General to provide assistance to the Central Asian countries in the preparation of the form and elements of an agreement establishing such a zone.

According to draft resolution J, on small arms, the Assembly would call upon all Member States to implement -- in cooperation with the appropriate international and regional organizations, and police, intelligence, customs and border control services -- the recommendations unanimously approved by the Panel of Governmental Experts on Small Arms. Member States would be encouraged to carry out the recommendations for post-conflict situations, including demobilizing former combatants and destroying weapons.

By draft text B, on transparency in armaments, the Assembly would reaffirm its conviction of the interrelationship between transparency in the fields of conventional weapons and weapons of mass destruction and transfers of equipment and technologies directly related to the development and manufacture of such weapons.

According to draft R, also on transparency in armaments, the Assembly would call upon Member States to provide to the Secretary-General by 31 May annually the requested data and information for the United Nations Register of Conventional Arms, including nil reports, if appropriate. The Assembly would also invite Member States, pending further development of the Register, to provide additional information on procurement from national production and military holdings.

According to draft text D, on the United Nations Disarmament Information Programme, the Assembly would express its concern at the continuing decrease in contributions to the Programme, and it would invite the Secretary-General to continue to support the timely publication and distribution of the United Nations Disarmament Yearbook.

Under draft A, on the United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific, the Assembly would reaffirm its support for the continued operation and strengthening of the Centre as an essential promoter of the regional peace and disarmament dialogue in the Asia-Pacific region known as the "Kathmandu process". The Secretary-General would be asked to support the Centre's continued operation.

According to draft resolution B, on regional confidence-building measures, the Assembly would invite the States members of the United Nations Standing Advisory Committee on Security Questions in Central Africa that have not yet signed the Non-Aggression Pact to do so, and it would encourage all member States to expedite ratification in order to contribute to the prevention of conflicts in the Central African subregion.
Also by that text, the Assembly would welcome the 1997 programmes and activities of the Standing Advisory Committee which would, among other things, set up an early-warning system for Central Africa, retrain demobilized soldiers and prepare them for reintegration into civilian life, and combat the illegal circulation of weapons and drugs in the subregion.

According to a draft resolution contained in the report on the Convention on Certain Conventional Weapons (document A/52/604), the Assembly would urgently call upon all States to become parties as soon as possible to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects. States would also be asked to join the Protocols of the Convention, particularly one restricting the use of mines, booby traps and other devices.

By a draft text contained in the report on strengthening security and cooperation in the Mediterranean region (document A/52/605), the Assembly would call upon all States of the region to adhere to all the multilaterally negotiated legal instruments related to disarmament and non-proliferation, thus creating the necessary conditions for strengthening peace and cooperation in the region.
The Assembly would encourage those States to build confidence among themselves by promoting genuine openness and transparency on all military matters. It would also encourage them to further strengthen their cooperation in combating terrorism, which posed a serious threat to regional peace, security and stability, and therefore, to the improvement of the current political, economic and social situation.

MILOS KOTEREC (Slovakia), Rapporteur, introduced the reports of the First Committee (Disarmament and International Security).
He read out the following changes: In the report on general and complete disarmament (document A/52/600), concerning the draft resolution contained in document A/C.1/52/L.1 on the Convention banning anti-personnel mines, Niger should be dropped as a co-sponsor in the Arabic, Russian and Spanish translations; and in the report on rationalization of work (document A/52/612) concerning the draft A/C.1/52/L.51/Rev. 1, paragraph 7, after the words "...draft decision A/C.1/52/L.51/Rev.l" the following phrase should be added: "and stated that further consultations would be conducted by the Chairman and he would report the outcome of the consultations to the General Assembly at the beginning of its next session".
The Assembly first took up the report on compliance with arms limitation and disarmament and non-proliferation agreements (document A/52/591), adopting the resolution without a vote.
The Assembly next adopted, without a vote, the resolution contained in the report on verification in all its aspects (document A/52/592).
The Assembly then took up the report on the Comprehensive Nuclear-Test- Ban Treaty (document A/52/593). Turning to the report on the reduction of military budgets (document A/52/594) the Assembly adopted the resolution on objective information on military matters, including transparency of military expenditures, without a vote.

The resolution contained in the report on a nuclear-weapon-free zone in South Asia (document A/52/597) was adopted by a vote of 153 in favour to 3 against (Bhutan, India, Mauritius), with 8 abstentions (Afghanistan, Algeria, Cuba, Cyprus, Lao People's Democratic Republic, Indonesia, Viet Nam, Myanmar) (Annex III).

The Assembly then acted on the text contained in the report on effective international arrangements to assure non-nuclear-weapon States against the use or threat of use of nuclear weapons (document A/52/598). It adopted the resolution by a vote of 116 in favour to none against, with 51 abstentions (Annex IV).
The report on the prevention of an arms race in outer space (document A/52/599) contained one draft text, which the Assembly adopted by a vote of 128 in favour to none against, with 39 abstentions (Annex V).
The Assembly next took up the 20 draft resolutions contained in the report on general and complete disarmament (document A/52/600).
WALDEMAR COUTTS (Chile), speaking before the vote, said he had previously requested a separate vote on the tenth preambular paragraph of the draft resolution on the advisory opinion of the International Court of Justice on the legality of the use of nuclear weapons. As a result of consultations, he had decided not to call for a separate vote on that paragraph, despite his difficulties with that issue. He would continue to vote in favour of the draft, because it contained numerous positive developments with which he totally agreed, such as the references to the NPT, the Comprehensive Nuclear- Test-Ban Treaty (CTBT) and the Court's opinion.
MOHAMED AMAR (Morocco), addressing the draft on the anti-personnel mines Convention, said that he wished to reiterate his country's constant commitment to complete and general disarmament, and its full support for the humanitarian principles and goals behind the Ottawa process. That commitment had been illustrated by Morocco's co-sponsorship of the landmines draft adopted at the fifty-first session of the Assembly. He welcomed the fact that such a great number of countries had signed the Convention in Ottawa. However, given the security issues that persisted in the southern portion of his country, he would abstain in the vote.
Draft resolution A concerning the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, was then approved by a vote of 142 in favour to none against, with 18 abstentions (Annex VI).
In a separate vote on the sixth preambular paragraph of draft resolution B on transparency in armaments, the Assembly adopted the paragraph by a vote of 96 in favour to 35 against, with 25 abstentions (Annex VII).
Operative paragraph 3 of the text was adopted by a vote of 95 in favour to 46 against, with 15 abstentions (Annex VIII).

Draft resolution S on the establishment of a nuclear-weapon-free zone in Central Asia and draft T on the status of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction were adopted without a vote.
Speaking after the vote, VOLODYMYR YELCHENKO (Ukraine), in explanation of vote on the anti-personnel mines Convention, said that Ukraine supported the Ottawa process and welcomed its overwhelming success as evidence by the signing by 121 States last week. Achieving an effective legally binding international agreement was within the main guidelines of his country's foreign policy. To that end, Ukraine had strictly abided by its 1995 moratorium on the export of those weapons and was determined to extend it. Ukraine would ratify Protocol II of the Convention on Certain Conventional Weapons, and was ready to start a partial destruction of its anti-personnel mines stockpiles.
However, he added, owing to serious financial and economic difficulties, Ukraine could not sign and fully implement the Convention's provisions, thereby contradicting its foreign policy outlines. His Government would welcome any assistance by States parties in accordance with article VI of the Convention, and it supported the transparency provision outlined in article VII. His Government hoped to be able to sign that important document in the future. With that position in mind, he had voted in favour of the draft.
ALEJANDRO VERDIER (Argentina), addressing the resolution on small arms, said that he fully supported the proposals aimed at limiting the transfer of small weapons. His country had previously co-sponsored a similar draft. However, he was unable to support the fifth preambular paragraph of the current draft, because it ran counter to limiting the free circulation of small arms. The Committee vote on that paragraph had resulted in abstentions by 80 States. His vote in abstention on that paragraph, however, should not be interpreted as opposition to the principle of the self-determination of peoples, since Argentina supported the Charter and related resolutions.
ALEG LAPTSENAK (Belarus), speaking on the text on anti-personnel mines, said that following serious consideration, Belarus had modified its initial position of abstention on that text and had voted in favour. As a further sign of good will and adherence to the humanitarian objectives of such a ban, the President of Belarus signed a decree on 2 December extending the moratorium on the export of that weapon, and ratified the amended Protocol II of the Convention on Certain Conventional Weapons.
Belarus shared the objectives of the Convention, he added. However, his Government would need tens of millions of dollars to destroy its stockpiles. At a time of economic reform in his country, including the mitigation of the consequences of the Chernobyl disaster, Belarus was unable to sign that Convention. welcomed the fact that the Convention on Certain Conventional Weapons foresaw the mechanism of financial and technical assistance for the clearance and destruction of stockpiles of anti-personnel mines.
ABDUL HOFIZ (Libya), speaking in explanation of the vote on the Chemical Weapons Convention draft, which was adopted without a vote, said that he would have abstained in a recorded vote since Libya was not a party to the Convention and, therefore, did not consider itself a party to that consensus.
KHALIL ABOU-HADID (Syria) said that his vote on the draft concerning contributions towards banning anti-personnel landmines should have been registered as an abstention.
LENE LIND (Norway) said she had intended to vote in favour of operative paragraph 1 of the draft on the advisory opinion of the International Court of Justice.
The Assembly then took up the report on the review and implementation of the Concluding Document of the Twelfth Special Session of the General Assembly (document A/52/601), which contains four draft resolutions.
It adopted, without a vote, draft resolution A on the United Nations Regional Centre for Peace and Disarmament in Asia, draft resolution B on regional confidence-building measures, and draft resolution D on the United Nations Disarmament Information Programme.
The Draft resolution C on the convention on the prohibition of the use of nuclear weapons, also contained in that report, was adopted by a vote of 109 in favour to 30 against, with 27 abstentions (Annex XXVIII).
Taking up the report on the review of the implementation of the recommendations and decisions adopted by the General Assembly at its Tenth Special Session (document A/52/602), the Assembly adopted, without a vote, draft resolution A on the report of the Conference on Disarmament and draft resolution B on the report of the Disarmament Commission.
Draft resolution C on the role of the United Nations in disarmament was adopted by a recorded vote of 111 in favour to 41 against, with 12 abstentions (Annex XXIX).
The Assembly then took up the draft resolution contained in the report on the risk of nuclear proliferation in the Middle East (document A/52/603). In a separate vote, it adopted the sixth preambular paragraph by a vote of 156 in favour to 2 against (Israel, India), with 4 abstentions (Cuba, Pakistan, Papua New Guinea, Rwanda) (Annex XXX).

MR. ABOU-HADID (Syria) said that there was a mistake in paragraph 6 of the report on strengthening of security and cooperation in the Mediterranean. Before taking action on the text contained in the report concerning the Treaty of Tlatelolco (document A/52/607), the PRESIDENT said that the words "deposited its instrument of ratification of" should be replaced by the word "signed". The Assembly then, without a vote, adopted the text on consolidating the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Treaty of Tlatelolco) and the draft contained in the report on the African Nuclear-Weapon-Free Zone Treaty (Pelindaba Treaty) (document A/52/608). SHIRLEY HALL (United States) said that she wished to correct an error in the vote on the text concerning the convention on the prohibition of the use of nuclear weapons. Her vote "yes" should have been "no". The Assembly next adopted the resolution on the Biological Weapons Convention (document A/52/609) and on the development of good- neighbourly relations among Balkan States (document A/52/610) without a vote. The Assembly adopted a decision on the Declaration on the Strengthening of International Security (document A/52/611) by a vote of 116 in favour to none against, with 52 abstentions (Annex XXXIII). It took no action on the draft decision contained in the report on rationalization of the work and reform of the agenda of the Committee (document A/52/612).
