SECURITY COUNCIL COMMITTEE ON SIERRA LEONE ADOPTS GUIDELINES FOR CONDUCTING ITS WORK
19971031 The Security Council Committee established pursuant to resolution 1132 (1997) concerning Sierra Leone held its second meeting today and adopted the guidelines for the conduct of its work. The guidelines adopted will ensure efficient implementation of resolution 1132 (1997) which imposed arms and oil embargoes, as well as travel restrictions on members of the junta in Sierra Leone and adult members of their families.All requests for exportation of petroleum and petroleum products, as well as requests for entry into and transit through other States for members of the junta and adult members of their families, must be approved by the Committee. In implementing these measures, the Committee will ensure that the humanitarian needs of the civilian population will be met, in order to avoid any negative effects.
With a view to exercising maximum transparency with regard to the conduct of its work, the Committee has authorized its Chairperson to brief interested Member States and the press following meetings of the Committee. The Chairperson is also authorized to hold press conferences and issue press releases on the activities of the Committee.
The Committee will establish liaison with the Economic Community of West African States (ECOWAS) for the effective enforcement and monitoring of the sanctions, as well as efficient clearing procedures for humanitarian exemptions.
