ALESSANDRO BUSACCA OF ITALY ELECTED CHAIRMAN OF THIRD COMMITTEE
19970916 Biographical Note Alessandro Busacca, First Counsellor of the Permanent Mission of Italy to the United Nations, was today elected, by secret ballot, Chairman of the Third Committee (Social, Humanitarian and Cultural) for the fifty-second session of the General Assembly.Mr. Busacca, who is, since 1994, on his second tour of duty at the United Nations in New York, has been Italy's representative to the Third Committee for more than six years (1986-1989; and 1994-1997). In two separate terms (1987-1988; 1995-1996), he also served on the Italian delegation to the Security Council.
Mr. Busacca's fields of expertise are human rights, social issues and political affairs (Africa and Asia). On his first assignment to the United Nations, he was a member of the Italian delegation to the Commission on Human Rights (1986-1988). Under the Italian Presidency of the European Union (January-June 1996), his duties included chairing the coordination meetings of the 15 European Union delegates. He also acted as the European Union spokesperson for Third Committee issues, particularly in the Third Committee's Working Group on Human rights, the fortieth session of the Commission on the Status of Women, and the special session of the Commission on Social Development. In March 1995, he attended the World Summit for Social Development in Copenhagen as a member of the Italian delegation.
Mr. Busacca's other assignments abroad have included Deputy Head of Mission to the Italian Embassy in Islamabad (1989-1991), and Consul to the Consulate-General of Italy in then Hong Kong (1982-1985).
At the Ministry of Foreign Affairs in Rome, he has served as Head of the Domestic Press Bureau at the Press Department (1991-1994), and Assistant to the Director-General for Personnel and Administrative Affairs (1980-1982). He began his diplomatic career in 1980.
Mr. Busacca was born in Rome on 17 March 1955, and received a degree in Political Science "summa cum laude" from the University of Rome in 1979.
