SECRETARY-GENERAL'S SPECIAL ENVOY FOR SOMALIA COMPLETES WEEK OF CONSULTATIONS AT HEADQUARTERS; LEAVES FOR REGION NEXT WEEK

19970801 The following statement was issued by the Spokesman for Secretary- General Kofi Annan:

The Special Envoy of the Secretary-General for Somalia, Under-Secretary- General Ismat Kittani, today completes a week of consultations at Headquarters with the Secretary-General, Under-Secretary-General for Political Affairs Kieran Prendergast, senior United Nations officials, and the Ambassadors in New York of countries and organizations involved with and cooperating with the United Nations in regional peacemaking efforts. He will set out on a mission to the region next week where he will continue his consultations with those directly concerned with the situation in Somalia.

The terms of reference of Under-Secretary-General Kittani include the following:

-- To assess the situation on the ground;

-- To ascertain the positions of the Somali factions and the regional governments and organizations concerned on matters related to national reconciliation and the establishment of a broad-based government;

-- To review and explore, based on the positions ascertained and the assessment reached, the role of the United Nations in support of regional peacemaking efforts; and

-- To make recommendations on any future peacemaking role of the United Nations.
