FRANÇOIS ULLMAN, speaking on behalf of the Coordinating Board of Jewish Organizations and the World Union for Progressive Judaism, said survivors or descendants of acts of genocide and gross violations of human rights, who often found themselves stripped of all their personal possessions, should be able to benefit from international laws in order to receive rapid and equitable settlements. This could be included in the proposals to be formulated for an international tribunal that would be charged with pronouncing itself on the effects of crimes against humanity committed against national, ethnic, religious or linguistic minorities. The groups he represented were extremely concerned over the rise of the extreme right in certain countries, including the National Front in France, as this considerably affected minorities.
