SPECIAL COMMITTEE ON UN CHARTER CONTINUES CONSIDERATION OF REPORT TO GENERAL ASSEMBLY

19970207 The Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization this morning continued consideration and adoption of its draft report to the General Assembly, which, in six sections, contains recommendations and summaries of discussions held in plenary and working groups.

The Committee completed adoption of section III of the report, maintenance of international peace and security, by approving portions relating to: Cuba's proposal on strengthening the role of the Organization and enhancing its effectiveness; and the Russian Federation's proposal and general comments on the implementation of Charter provisions on assistance to third States affected by United Nations sanctions.

During its meeting yesterday afternoon, when it began consideration of the report, the Committee adopted section I, which contains the introduction and information on adoption of the Committee's agenda, organization of work and election of officers. The Committee also approved parts of sections III and IV, peaceful settlement of disputes.

Section II, which will contain the Committee's recommendations, was not available this morning, but recommendations agreed upon will be reflected in the final report. The Committee's draft report was introduced yesterday afternoon by its rapporteur, Marja Lehto (Finland), who said its six sections had been presented in several conference room working papers.

The three conference room papers included in section III contain discussions on: the question of implementing Charter provisions on assistance to third States affected by United Nations sanctions; the Russian Federation's proposed draft declaration on United Nations peace-keeping operations and mechanisms for preventing and settling conflicts; and Cuba's proposals on strengthening the role of the Organization and enhancing its effectiveness.

Section IV of the draft report contains three conference room papers dealing with: Sierra Leone's proposal on establishing a dispute settlement service; Guatemala's proposal to extend the jurisdiction of the International Court of Justice to cover disputes between States and international organizations; and Costa Rica's proposal on the same topic.

The draft report's section V concerns the future of the Trusteeship Council. Section VI contains new subjects identified for the Committee's future work and assistance to working groups formed on the revitalization of the United Nations. A conference room paper in that section deals with Portugal's proposal to amend rule 103 of the General Assembly's Rules of Procedure. The proposal would increase from two to three the number of Vice-Chairmen of the Assembly's Main Committees.

The Special Committee is mandated to examine issues relating to the maintenance of international peace and security, the peaceful settlement of disputes, the strengthening of the role of the Organization and the future of the Trusteeship Council.

The Committee will meet again today at 3 p.m. to continue consideration of its report.
