SECRETARY-GENERAL WELCOMES LATEST GUATEMALAN AGREEMENT

19961212 The following statement was issued today by the Spokesman for Secretary- General Boutros Boutros-Ghali:

This morning in Madrid, Spain delegations of the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG) signed the agreement on a basis for the reintegration of the URNG into the political life of the country in the presence of the United Nations Moderator, Jean Arnault, the Minister for Foreign Affairs of Spain, Abel Matutes and other representatives of the Friends of the Guatemalan Peace Process (Colombia, Mexico, Norway, Spain, United States and Venezuela).

The agreement was the last of three accords -- the others on the definitive ceasefire and constitutional reforms and the electoral regime, were signed in Oslo, Norway and Stockholm, Sweden on 4 and 7 December respectively -- which precede the signing of the final peace agreement, together with the agreement on the timetable for the implementation and verification of the peace accords, scheduled for 29 December in Guatemala City.

The Secretary-General welcomes the signing of this latest agreement in the Guatemalan peace process, which provides for members of the URNG to join the productive life of Guatemala, as the basis for national reconciliation in the post-conflict period.
