SECURITY COUNCIL WOULD BE ASKED TO ESTABLISH FURTHER MECHANISMS CONCERNING THIRD STATES AFFECTED BY SANCTIONS, UNDER LEGAL COMMITTEE TEXT

19961127 The Security Council would be invited to consider the establishment of further mechanisms or procedures of consultation to solve the special economic problems faced by third States affected by its sanctions, by the terms of a draft resolution approved this afternoon without a vote by the Sixth Committee (Legal).

By the terms of the text, the General Assembly would also ask the Secretary-General to continue efforts aimed at developing a methodology for assessing the adverse consequences actually incurred by third States as a result of sanctions. The draft resolution was introduced by the representative of Mexico.

In other actions, the Committee deferred until its next meeting action on three remaining draft resolutions, so it might review written statements of their programme budget implications. The three texts concern the establishment of an international criminal court, measures to eliminate international terrorism, and the report of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization.

Also this afternoon, a number of delegations said they were unaware that a draft resolution approved this morning, on the non-navigational uses of international watercourses had financial implications. At its next meeting the Committee will also consider reopening its consideration of the text, an unusual procedure.

The Sixth Committee will meet again at 3 p.m. on Friday, 29 November, to take action on its remaining draft resolutions, thus concluding its work for the current session.

Summary of Draft Resolution

The draft resolution approved today, which addresses the implementation of provisions of the United Nations Charter on assistance to the third States affected by the application of Security Council sanctions, was proposed by the Chairman of the Sixth Committee. By its terms, the Assembly would invite the

Security Council to consider the establishment of further mechanisms or procedures for consultation on the solution of special economic problems faced by affected third States. It would strongly recommend that the Council continue its efforts to enhance the effectiveness and transparency of its sanctions committees.

The Assembly would also ask the Secretary-General to continue efforts aimed at developing a possible methodology for assessing the adverse consequences actually incurred by third States as a result of sanctions. The Secretary-General would be asked to continue on a regular basis to collate and coordinate information about international assistance available to third States affected by sanctions. He would also be asked to explore innovative and practical measures for assistance to affected third States.
