HOST COUNTRY COMMITTEE ADOPTS RECOMMENDATION ON TRAVEL RESTRICTIONS AND DRAFT REPORT ON ITS WORK

19961122 The United States would be urged to remove remaining travel restrictions on personnel of certain permanent missions and staff members of the Secretariat of certain nationalities as soon as possible, by a recommendation contained in the draft annual report of the Committee on Relations with the Host Country, which was adopted without a vote by the Committee this afternoon.

When the draft report was considered on 19 November, the Committee was unable to remove the brackets on the paragraph containing the above recommendation. At this afternoon's meeting, a revised version of the text was submitted and the Committee adopted both the remaining paragraph and the report as a whole. By other terms of the remaining recommendation adopted today, the Committee noted that no affected Member State had been removed in 1996 from travel restrictions following a similar appeal last year. It also noted the positions of those Member States, the Secretary-General and the host country on the issue.

The General Assembly's Sixth Committee (Legal) is scheduled to discuss the draft report next week. The report covers such matters as: security of missions and the safety of their personnel; issues arising in connection with the implementation of the Agreement between the United Nations and the United States Regarding the Headquarters of the United Nations; and the responsibilities of permanent missions, particularly the problem of financial indebtedness, transportation, parking and related matters.
