SECRETARY-GENERAL MEETS BURUNDI PRESIDENT AND PRIME MINISTER AT OAU SUMMIT IN YAOUNDÉ, CAMEROON

19960711 YAOUNDÉ, 10 July -- Secretary-General Boutros Boutros-Ghali was received this afternoon by President Sylvestre Ntibatuganya of Burundi who was accompanied by that country's Prime Minister.

The President informed the Secretary-General of political developments in Burundi, in particular, the establishment of a technical committee to prepare a plan for implementation of the Arusha Agreement. That plan would be communicated to the heads of State of neighbouring countries at the Organization of African Unity (OAU) and in the Security Council.

President Ntibatuganya also informed the Secretary-General that on his return to Bujumbura he would, with the Prime Minister, initiate the work of the committee. That would allow a national debate to take place on the establishment of new institutions reflecting political developments in the country.

The President stressed the importance of international assistance to guarantee a minimum level of national security.

The Secretary-General assured the President that he was encouraged by the signs of goodwill between the President and the Prime Minister. He emphasized that it was important to demonstrate to the international community the political determination of the people of Burundi to bring about national reconciliation, thereby encouraging it to provide assistance to the region.

At the meeting, matters related to refugees, displaced persons and human rights observers were raised.

The Secretary-General will communicate the content of the talks to members of the Security Council on his return to New York.
