DECISIONS BY LIBYA SANCTIONS COMMITTEE ANNOUNCED BY CHAIRMAN
19960705 The following statement was issued today by the Chairman of the Security Council Committee established pursuant to resolution 748 (1992) concerning Libya, on behalf of Committee members:At its sixty-ninth meeting held on 5 July 1996, the Security Council Committee established pursuant to resolution 748 (1992) concerning Libya, considered two note verbales dated 27 June 1996 and 28 June 1996 from the Permanent Missions of Egypt and Libya, respectively.
The Committee considered the fact that Libyan-registered aircraft flew from Tripoli to Cairo on 22 June 1996 and back to Tripoli on 23 June 1996. It also took note of an interview with the Arabic-language television network MBC, in which the Head of State of Libya said that he intends to fly from Tripoli to Algiers in the near future.
The Committee decided that the flights on 22 and 23 June, in disregard of Security Council resolution 748 (1992), were serious violations of the resolution. The Committee demands that Libya refrain from any further violation, such as that referred to in the above-mentioned press accounts. If a further violation occurs, it will consider recommendations to the Security Council on ways to increase the effectiveness of the measures contained in resolution 748 (1992) in accordance with its paragraph 9(c).
The Committee also authorized its Chairman to inform the press that a note verbale was sent to Member States on 30 April 1996 reminding them of their obligations under Security Council resolution 748 (1992) in the event that Libyan-registered aircraft land in their territory.
