NEW PERMANENT REPRESENTATIVE OF MOZAMBIQUE PRESENTS CREDENTIALS

19960503 Biographical Note Carlos dos Santos, the new Permanent Representative of Mozambique to the United Nations, presented his credentials today to Secretary-General Boutros Boutros-Ghali.

Prior to his appointment, Mr. dos Santos was a Counsellor and Private Secretary to the President of the Republic of Mozambique.

Mr. dos Santos joined his country's diplomatic service in 1980, as a Protocol Officer of the Ministry of Foreign Affairs (1980-1982). Then he served for two years, until 1984, as an Attache at the Mission of Mozambique to the United Nations, and later as Third Secretary of the Embassy of Mozambique in Harare, Zimbabwe.

From 1990 to 1991, Mr. dos Santos was head of the Political Department, Africa and Middle East Division, of the Ministry of Foreign Affairs. He then served for a year as the Chef du Cabinet of the Ministry of Foreign Affairs. From 1992 to 1995, Mr. Santos was Private Secretary to the President of the Republic of Mozambique.

Mr. dos Santos has been the delegate of Mozambique to the United Nations, the Organization of African Unity (OAU), the Non-Aligned Movement and other international organizations.

Mr. dos Santos is a member of the African Association of Political Scientists. He holds a Bachelor's degree with honours in Politics and Administration from the University of Zimbabwe and a Master of Science in International Relations, also from the University of Zimbabwe. He speaks Portuguese and English.

Born on 8 July 1961 in Manhica, Maputo Province, Mr. dos Santos is married and has two children.
