NEW PERMANENT REPRESENTATIVE OF SENEGAL PRESENTS CREDENTIALS
19960503 Biographical NoteIbra Deguene Ka, the new Permanent Representative of Senegal to the United Nations, presented his credentials today to Secretary-General Boutros Boutros-Ghali.
Prior to his appointment Mr. Ka was the Senegalese Ambassador to Switzerland, as well as Senegal's Permanent Representative to the United Nations Office in Geneva. He began his diplomatic career in 1969 in the Senegalese Foreign Affairs Ministry, serving as chief of the division concerned with the United Nations. From 1972 to 1973 he was director of the cabinet of the Foreign Affairs Ministry, after which he served as executive secretary of the Senegalo-Gambian Inter-ministerial Committee.
Since 1978, Mr. Ka has served as an ambassador of Senegal to many countries, including Algeria, Tunisia, Liberia, United States, Argentina and Mexico. In 1994, he was a member of the United Nations Special Committee charged with investigating Israeli activities in the occupied territories.
Mr. Ka was one of the founding members of the United Nations Association of Senegal. He has received many decorations, including being named a Grand Officer of the German Order of Merit, a Grand Officer of the Tunisian Order of the Republic, Commander of the National Order of Merit of Senegal, Commander of the Star of Honour of Ethiopia and a Commander of the National Order of Gambia.
Born on 4 January 1939 at Koul-Mecke in the Thies region, Mr. Ka was awarded a law school degree with distinction in 1965. In 1966, he graduated first in his class from Senegal's Ecole nationale d'Administration et de Magistrature.
