PREPARATORY COMMITTEE ON INTERNATIONAL CRIMINAL COURT CONTINUES CONSIDERATION OF SESSION'S DRAFT SUMMARY

19960412 The Preparatory Committee on the Establishment of an International Criminal court this morning continued consideration of the draft summary of its proceedings.

The six-part draft summary of the proceedings covers the discussions held by the Preparatory Committee during its three-week first session. The areas covered include: the scope of jurisdiction and definition of crimes; aggression; serious violations of the laws and customs applicable in armed conflict; crimes against humanity; treaty-based crimes; substantive issues; and complementarity.

It also covers the question of: trigger mechanism; cooperation between States and the court; apprehension and surrender; international cooperation and judicial assistance; and recognition of judgements and enforcement of sentences.

Annexed to the report are sections dealing with questions of general principles of criminal law, complementarity, trigger mechanism, definitions of crimes, and cooperation between the court and national jurisdictions.

Statements in discussion of the summary of discussions were made by the representatives of Singapore, United Kingdom, Switzerland, Israel, Mexico, France, Australia, United States, Guatemala, Austria, China, Russian Federation, Egypt, Sweden, Republic of Korea, Italy, Japan, Cameroon, Colombia, Croatia, Canada, New Zealand, Algeria, and the Netherlands.

When it meets again at 3:30 p.m. today, the Preparatory Committee will continue consideration of the summary of its discussions.
