NOTE TO CORRESPONDENTS INTERNATIONAL TECHNICAL FORUM TO OPEN ON 11 APRIL IN ADVANCE OF RESUMED

19960410 GENERAL ASSEMBLY SESSION ON PUBLIC ADMINISTRATION AND DEVELOPMENT

An International Technical Forum, organized by the Department for Development Support and Management Services (DDSMS), will be held at Headquarters on 11 and 12 April in advance of the resumed fiftieth session of the General Assembly on Public Administration and Development, which will run from 15 to 19 April.

The Forum is intended to broaden participation in the debate on public administration and development, so that views and experiences from the private and State sectors can be articulated and taken into account. In a Private Sector Colloquium, the Forum will bring together international financiers and corporate leaders to discuss the interaction between government and business. In an Executive Session, national ministers of public administration will meet senior United Nations officials to trade views on re-structuring governments. An Internet Exposition from 11 to 19 April will demonstrate the uses of global electronic exchanges for developing countries.

Following is the schedule of events for the Forum:

Opening

-- 11 April: 9:30 a.m., the International Technical Forum will be opened by the Director of the DDSMS, Guido Bertucci.

Private Sector Colloquium

-- 11 April: 10:30 a.m., opening remarks by Gillian Sorensen, Special Adviser to the Secretary-General for the Private Sector;

-- 11 a.m. - 1 p.m., discussion by business leaders on ways that government can productively collaborate with the private sector;

-- 3 p.m. - 5:30 p.m., panel discussion on "Experiences of Public/Private Partnership in Economies in Transition and Developing Countries";

-- 12 April: 10 a.m. - 1 p.m., panel discussion on "The Public-Private Partnership in Developing Countries".

Professional Colloquium

-- 11 April: 10:30 a.m., opening remarks by David Brown, President of the Brussels-based International Institute of Administrative Sciences, which is a co-sponsor of the Colloquium;

-- 11 a.m. - 1 p.m., panel discussion on a "Contribution to the Re-evaluation of the Role of Public Administration in Development: Public or Private Responsibility?"

-- 3 p.m.- 4:30 p.m., panel discussion on "Education sector: Experiences from Different Regions of the World";

-- 4:30 p.m. - 6 p.m., panel discussion on "Transport Sector: Public Policies -- Latin American and Asian Experiences";

-- 12 April: 9:30 a.m. - 11 a.m., panel discussion on "Conclusions reached";

-- 11 a.m. - 1 p.m., presentation by A.T.R. Rahman, Deputy Director of the Division of Public Administration and Development Management, DDSMS, and an open discussion of the United Nations Secretary-General's Report on Public Administration and Development and of the Report of the twelfth meeting of experts on the United Nations Programme in Public Administration and Finance.

Internet Exposition

-- 11 to 19 April, 10 a.m. - 6 p.m. daily: The Internet is a promising tool for marketing businesses in developing countries, facilitating new business relationships and promoting exchanges of views and experiences with governments in developed and other developing countries. A demonstration of those principles begins on the first day of the International Technical Forum and continues throughout the resumed fiftieth session of the General Assembly.

-- The on-line CyberCafe can be visited in the lower level of the United Nations Secretariat Building, in the vicinity of the Viennese Cafe.

Executive Session

-- 16 April, 1 p.m. - 4 p.m.: Cabinet ministers and other high-ranking officials from countries in each of the major regions of the world will discuss their experiences in restructuring government, and heads of United Nations agencies, funds and specialized programmes will talk about the reform under way in the United Nations Organization at an Executive Session co- sponsored by the Friedrich Ebert Foundation.
