SECURITY COUNCIL COMMITTEE CONCERNING YUGOSLAVIA MEETS WITH EU/OSCE SANCTIONS COORDINATOR AND SAMCOMM DIRECTOR

19960329 The following statement was issued today by Ambassador Juan Somavía (Chile), Chairman of the Security Council Committee established pursuant to resolution 724 (1991) concerning Yugoslavia, on behalf of the Committee:

"At its 141st meeting, on 26 March, the Committee welcomed Mr. Frederick Racké, Sanctions Coordinator of the European Union (EU) and Organization for Security and Cooperation in Europe (OSCE), as well as Dr. Richardt Vork, Director of the Sanctions Assistance Missions Communications Centre (SAMCOMM), who had come to New York in order to brief the Committee on their activities following the adoption of Security Council resolutions 1021 (1995) and 1022 (1995). The EU/OSCE Sanctions Coordinator stressed, inter alia, that the effective application of the sanctions had significantly contributed to the achievement of a negotiated peace in the region. The EU/OSCE Sanctions Coordinator also described the steps involved in the gradual downscaling of the sanctions assistance operation in such a way as to maintain a credible sanction reimposition capability in the event of significant breaches of the Peace Agreement in Bosnia and Herzegovina. The Director of SAMCOMM informed the Committee that, while the sanctions were suspended, SAMCOMM would, inter alia, participate in assisting the Government of the Republic of Bosnia and Herzegovina in building unified customs system of the country.

"Members noted with interest that the OSCE is organizing a round table discussion on lessons learned from the Yugoslav sanctions experience. The round table, which will be hosted by Denmark, will be held in Copenhagen at the end of June 1996. The EU/OSCE Sanctions Coordinator underlined that the round table was prepared in close coordination with the Committee's secretariat. Summing up, the Committee Chairman expressed the hope that the Committee would receive a report on the round table which would include useful information for the Security Council and national authorities in dealing with sanctions regimes".
