NOTE TO CORRESPONDENTS BARONESS CHALKER TO GIVE RAFAEL M. SALAS LECTURE

19960322

NEW YORK, 22 March (UNFPA) -- Baroness Lynda Chalker of Wallasey, Minister of State for Foreign and Commonwealth Affairs and Minister for Overseas Development of the United Kingdom, will give the Rafael M. Salas Memorial Lecture at 5:30 p.m., on Tuesday, 26 March, in the Economic and Social Council Chamber.

Baroness Chalker will discuss the benefits of development such as advancements in stability and security, democracy, quality of life and health care. She will also talk about achievements in family planning and reproductive health care and will cite examples of progress that countries have made in dealing with population problems. Finally, she will call for a development policy that is based on "results" rather than "money spent" as a way to mobilize public support and resources for development.

The late Rafael M. Salas was the first executive director of the United Nations Population Fund (UNFPA) from its inception in 1969 until his death in 1987.
