LIBYA SANCTIONS COMMITTEE ADOPTS TRANSPARENCY MEASURES AND MEDIVAC DECISIONS

19960228 The following was issued today by the Security Council Committee established pursuant to resolution 748 (1992) concerning Libya:

At its sixty-fifth meeting held on 5 February 1996, the Security Council Committee established pursuant to resolution 748 (1992) concerning Libya, adopted further measures aimed at making the Committee's procedures more transparent, as recommended by the Security Council in the note of its President dated 24 January 1996 (S/1996/54). To that end, the Committee decided, inter alia, that its Chairman will give an oral briefing on the work of the Committee to all interested Members of the United Nations after each meeting .

The Committee also considered a request from Libya for the purchase of a Jet Star L-731 to replace one of the four preapproved air ambulances for emergency medical evacuation flights (MEDIVACs). The Committee decided to convey to Libya that, pursuant to paragraph 4 (b) of Security Council resolution 748 (1992), it was unable to agree to this type of request and asked the Chairman to brief the Permanent Representative of Libya on the questions regarding the humanitarian and technical aspects of the request which were raised by some members of the Committee.

In response to a communication forwarded by the World Health Organization concerning emergency medical evacuations and the decisions of the Security Council Committee established pursuant to resolution 748 (1992), the Committee decided to underline the fact that in July 1995 the Committee approved further procedures and arrangements concerning the authorization and monitoring procedures for MEDIVACs from Libya, as well as the related issue of the maintenance and supply of spare parts for the pre-designated four Libyan air ambulances, as an Annex to the Special Arrangements it had adopted previously in October 1992.
