ASSISTANT SECRETARY-GENERAL FOR HUMAN RESOURCES MANAGEMENT CARRYING OUT POLICIES TO FULL SATISFACTION OF SECRETARY-GENERAL, SAYS SPOKESMAN
19951208The following statement was issued today by the Spokesman for Secretary- General Boutros Boutros-Ghali:
We seldom comment on items in the Diplomatic World Bulletin. I have been asked to make an exception in relation to the long item in the "Diplomatic Pouch" concerning the Assistant Secretary-General for Human Resources Management, Denis J. Halliday, in the 23 to 30 November issue. Both the facts and the commentary therein are incorrect.
The reorganization of the Department of Administration and Management, introduced last year, provided for a unified management structure, under the direction of Under-Secretary-General Joseph E. Connor, of which the Office of Human Resources Management is an integral part. The Assistant Secretary- General for Human Resources Management is advising on, and carrying out, policies determined by the Secretary-General. He is doing so to the full satisfaction of Mr. Connor and the Secretary-General.
The reforms in human resource management being pursued within the Organization are an integral part of the reform effort, called for by Member States in the General Assembly and directed by the Secretary-General, to enhance the overall effectiveness of the Organization. Managing change and steering the necessary measures through the intergovernmental machinery and the Secretariat is always a difficult task. The Secretary-General, supported in this task by Mr. Connor, Mr. Halliday, and all programme managers, is confident that definite progress will continue to be made in this direction in the period ahead.
