UNITED NATIONS ASSOCIATION ROLE GUARANTEES ORGANIZATION'S POLITICAL LEGITIMACY, SAYS SECRETARY-GENERAL IN OTTAWA DINNER TOAST
19951122 CHECK AGAINST DELIVERY Following is the text of Secretary-General Boutros Boutros-Ghali's toast at the dinner hosted by the United Nations Association of Canada in Ottawa on 22 November:Je suis heureux de vous retrouver ce soir et de partager avec vous ce dîner d'amitié. Mais j'ai bien conscience de vous avoir déjà beaucoup parlé, et je m'en voudrais de prolonger ainsi mon monologue.
Je veux donc vous dire simplement combien mon épouse et moi-même sommes sensibles à la qualité de votre accueil et à la chaleur de votre hospitalité.
Je veux vous dire aussi, une fois encore, que je considère comme essentiel le rôle joué par les acteurs privés pour mobiliser l'opinion publique au service des grands idéaux de la Charte des Nations Unies.
Je veux donc féliciter l'Association canadienne pour les Nations Unies et la SHL System House, Inc. de leur engagement pour la cause de l'Organisation mondiale.
A mes yeux, vous représentez un des éléments les plus importants de cette démocratisation du système international que j'appelle de mes voeux.
The fact is that the world in which you and I live and work is not made up solely of sovereign States. In today's world, we have to take account of the wishes and aspirations of actors in the economic, social and cultural fields.

I see you as a key element in the representation of today's world. Indeed, the role you play in the United Nations is to some extent the guarantee of its very political legitimacy.
This Association symbolizes, in a sense, what the drafters must have had in mind when they wrote the stirring words with which the Preamble to the Charter opens: "We, the Peoples of the United Nations." I am most appreciative of what you do. You may count on me for my full support as you pursue your goals of peace, development, human rights and democracy.
